From the history of the department/center
In accordance with
the Law of the Republic of Tajikistan “On the Technological Park” (No. 629 of
July 21, 2010) and the implementation of the decision of the Council of the
Ministry of Education of the Republic of Tajikistan (No. 18/29) of May 31,
2011), by the Decision of the Academic Council of the Institute (No. 12 of June
23, 2012), a technology park was created.
Technopark HPI TTU is
considered as a non-profit legal entity on the basis of paragraph 1 of Article
3 of the Law of the Republic of Tajikistan dated 21.07.2010 No. 629 "On
the Technological Park", in accordance with the requirements of the
legislation of the Republic of Tajikistan in the department of the Department
of State Registration of Legal Entities and Individual Entrepreneurs of the
city of Khujand was put on state registration from September 28, 2012 and was
registered with the tax inspectorate of the city of Khujand on September
28, 2012.
The HPITTU Technopark is subordinate to the Department of Science and Innovation. The Technopark employs a director, chief accountant and 4 employees.
Main
activities of the department/center
The Technological
Park of the Polytechnic Institute of the Tajik Technical University named
after Academician M.S. Osimi was created as an innovative institution with the
aim of developing science and effectively using advanced technologies to meet
the needs of production and implement innovative projects, based on the
requirements of the Constitution of the Republic of Tajikistan, the Law of the
Republic of Tajikistan "On Education", the Law of the Republic of
Tajikistan "On the Technological Park" and other regulatory legal
acts of the Republic of Tajikistan.
Тhe PI TTU Academic Council , the Technopark is allowed to use
the material and technical base and property of the institute free of
charge as infrastructure in order to improve the efficiency of using the
equipment of the relevant departments.
To carry out its
activities, the technology park has received licenses (permits) for all types
of activities in accordance with current regulatory documents and the Charter.
In particular, the
Agency for Supervision of Education and Science under the President of the
Republic of Tajikistan received a license ( T-IF No. 0003728 dated June 1, 2023,
No. 270) to promote educational, scientific, scientific and innovative
activities in the main areas of activity. One of the activities of the
technology park is the organization of professional training courses for
citizens, such as short-term courses in English language, Russian language,
German language, installation and repair of electrical equipment, design and
sewing, automobile maintenance, information technology, food mass production
technology, beverage production technology, computer accountant and the basics
of computer design.
The training and
practical classes of the short-term course are conducted in spacious and
well-equipped classrooms in the Technological Park of the Institute (sewing
workshops, auto repair shops, computer rooms, electrical equipment
laboratories).
Technopark employees are trying to increase the number of students, and also to ensure that graduates of these courses can find work according to their qualifications.

The Director of the
Technopark is responsible for regulating the Park's documents, preparing
letters and certificates, preparing the Technopark's work plan, sending
documents to the relevant authorities and ministries, preparing the
Technopark's annual report, and also for carrying out the instructions of the
Director of PITTU.
The director of the
technology park reports to the deputy director of PITTU for science and
innovation and the director of the institute.

The chief accountant
of the organization carries out general management of the accounting and
financial reporting process and is responsible for ensuring the following
tasks:
1. Ensuring compliance
with legislation in the field of accounting and financial reporting, tax,
statistical and other legal norms governing this area;
2. Organization of
the process of accounting for assets, liabilities, income and expenditure
transactions and other financial and economic transactions, as well as the
issuance of primary accounting documents confirming the reality of transactions
related to assets, income and expenses of monetary instruments;
3. Control over the
efficient and economical use of financial and material, labor, financial
resources, as well as the safety of the organization’s property;
4. Organization of
proper accounting of financial transactions and timely payment of taxes,
deductions to state funds, including social insurance and pension funds,
mandatory payments to the budget, as well as other deductions to the relevant
funds;
5. Storage in the
established manner of primary accounting documents, reports and other necessary
accounting information (including in electronic form), their registration and
placement in archives;
6. Ensuring annual
inventory of property, including fixed assets, financial and material resources
and obligations before drawing up the annual financial report and in other
cases stipulated by the legislation of the Republic of Tajikistan;
7. Organization of
storage of original applications, money transfers, receipts and bank checks,
income and expenditure documents, invoices and other primary accounting
documents, which, in accordance with regulatory legal acts, are evidence of
financial and economic transactions.
The Chief Accountant reports directly to the Director of the Park, Deputy Director for Science and Innovation at PITTU.
Additional information (if any)
Currently, the Technopark administration is trying
to open new groups of short-term advanced training courses, such as “Computer
Accountant”, “Information Technology”, “Food Production Technology”, “Beverage
Production Technology”, “Russian Language”, “English Language” and “German
Language” and improve the level and quality of teaching and professional
training of students.
Technopark employees try to attract the best
teachers of the institute and educational institutions of the Sughd region,
prepare students to successfully pass exams on short-term courses and receive a
certificate, so that after completing these courses, students have a career,
and their financial and social situation will improve.
